Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Garbage bags used to darken the nap room window, accessible to children could pose a suffocation risk. This was corrected on site.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: ECE certification has not been verified by the system maintained by the early childhood educator registry.
Corrective Action(s): Please ensure to not employ a person in a community care facility as (a) an educator or assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): One of the six children in attendance had no record of attendance and time of arrival. Licensee stated that the child was a drop-in child, therefore not signed-in.
Corrective Action(s): Please ensure all children have record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Comments

Summary of Inspection:
During today’s inspection, there were 6 children, and the facility manger present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Licensing observed the emergency evacuation kit was expiring this month, manager stated this was the month that she renews supplies so there is time to give the food to children before expiry. Licensee has systems to maintain the emergency supplies, and the logs for fire drills, however they had not yet been filled out for this month.
The facility had no thermometer in the fridge for storing children's lunches, and it was discussed that this is needed for safe food storage.
Discussed the discontinue of use, or acquiring written parental permission to administer products containing a DIN# in the first aid bag. Licensee chose to remove any items from the first aid bag that contained a DIN # since they came with the kit, and were not used for treatment in administering first aid to children.
Discussed the use of boosters seats in the play area, and ensuring young children have freedom of movement within the space, and limiting their time in a booster to meals if needed.
