Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During inspection Licensing reviewed the "staff documentation sheet" posted at the facility. This "staff documentation sheet" did not list whether or not the ECE and ECE A certificates had been validated. Therefore there is no proof that the staff ECE & ECE A certificates have been validated.
Corrective Action(s): Ensure there is proof on site showing that the ECE and ECE A certificates have been validated for employees working at this site.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing reviewed one staff file on site and noted that the Criminal Record Approval letter is not addressed to the employer though it has not expired.

During inspection Licensing reviewed the "Staff documentation sheet" and noted that one staff person working at the site is not listed on this sheet, therefore there is no evidence that the staff Criminal Record Approval letter, Immunization Status or references are on site at head office.
Corrective Action(s): Ensure the Criminal Record Approval letters for all staff working at this site are addressed to the employer.
Ensure the "Staff Documentation Sheet" is up to date showing that all required staff documentation is on site at head office.

Comments

During inspection Licensing discussed the "Active Play and Screen Use" policies with the manager which are currently in a draft form.

During inspection children were engaged in free play which consisted of: working with dinosaurs, creating art, playing in a 'hay table', reading books, etc. Children then had a circle time which included a child sharing show & tell as well as music and movement, after circle children had snack and then went outside for free play.

During inspection Licensing observed staff interacting with children while they were engaged in their activities as well as assisting with problem solving when necessary.
