Introduction

An unscheduled routine was conducted today to assess compliance with the Community Care and Assisted Living Act , Child Care Licensing Regulation and the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervisioin
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Risk Tool is completed and a copy is provided. The risk assessment includes any non-compliance identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: The writer reviewed four staff files and noted that one individual has a criminal record clearance letter addressed to another employer; the results are current.

Corrective Action(s): In discussion with the manager the Licensee has applied to have the results shared with them.

Comments

The writer had attempted to conduct an earlier unannounced routine inspection in October however upon arrival at the facility the program was conducting gradual entry with a few children and a substitute was present. It was mutually agreed between the Manager and the writer for the writer to return at a later date.

During today's inspection the staff and children were settled; the writer was able to observe, circle time, transition to outdoor and outdoor play. Please remember that the Director of Licensing Active Play requires all children to have, at a minimum, 1 hour of daily outdoor play; this is in addition to any time spent outdoors in strollers or wagons.
