Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: In the outside environment licensing observed numerious broken toys which children have access too.
Inside the facility, licensing observed window blind cords at a level accessible to children.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times while children are under the supervision of employees

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: -Licensing observed that facility has a fire extinguisher but no evidence when it was last serviced. Manager stated that she purchases new extinguishers each year but could not locate the receipt of purchase.
-Upon discussion about facilities emergency drill, manager stated that she has sent home the children's emergency preparedness kits in October for renewal and has yet to receive them back.
Corrective Action(s): Please ensure licensee has an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

POLICIES AND PROCEDURES: 13040 - CCLR s.56(1)(a) - A licensee must keep current records of each of the following: (a) written policies and procedures for the safe release of children.
Observation: Licensing observed that the facility does not have a written safe release policy. Education provided behind the intent of the policy and resources will be provided

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Manager was able to verbally explain the facilities active play and screentime policy but could not provide written evidence of it.
Corrective Action(s): Please ensure that the facility has written document about your active play and screentime policy

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing observed that the managers ECE licence has expired in September 2022. Manager stated that she has applied to the Registry in October 2022 to renew her licence and was able to provide a copy of her submitted application. Education was provided on submitting an exemption for this type of situation.
Corrective Action(s): Please ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: - Upon review of 4 children's files, they were missing evidence of immunization declaration status. Education was provided on a system in place to verify documents have been submitted at enrollment.
- [CORRECTED DURING INSPECTION] Upon review of 4 children's files, 1 file was missing Medical Service Plan (MSP) number.
Corrective Action(s): Please ensure that children’s required documents are completed prior to providing care

Comments

At today’s inspection there were 4 children, including a child in gradual entry who was accompanied by a family member and the manager present. Licensing conducted a walk through of the entire facility.
At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer by December 2, 2022. The Licensing Officer will review the response.
As part of this routine inspection, a facility risk assessment tool is completed. The risk assessment includes any non-compliance identified during the routine inspection, a 3 year ‘historical’ review of the facility’s compliance and operation. This is used to determine inspection frequency.
The contents of the inspection report were reviewed with the licensee/manager prior to the inspection report being written off-site. A copy of this report will be emailed to the manager on November 28, 2022.
