Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The bottom portion of the window wall has several areas of loose/holes.
Corrective Action(s): Please ensure facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: The following was observed school age shelf had several board game that was falling apart, the boxes were either ripped or completely separated, there was a red plastic toy bin that had cracks on the bottom.
Corrective Action(s): Play materials/equipment must be free from hazards and in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Staff CRC renewal was required. It appears the renewal was submitted.
Corrective Action(s): Please ensure CRC renewal is done prior to expiry.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Verification of staff ECE/ECEA certificate/licence was not available.
Corrective Action(s): Verification must be done through the ECE Registry.

Comments

Free play, snack and circle time was observed. Staff interaction with the children was observed being supportive and positive.
There are several children who have a care plan, it appears that some new care plans have been completed, supervisor was unaware of that requirement. Licensing discussed that care plan must be reviewed annually.
Please provide a written response to how the above coded items have been addressed by February 16, 2018.
Please ensure that the Manager and Licensee contact is made aware of this report.
