Reason for Investigation - Additional CCALA Sections-Community Care Facilities
Report of Findings
Community Care Facilities Licensing (CCFL) received information that the care being provided at this address may require a Community Care Facility License. CCFL determined that Stellar (Hui Ching) Shih was operating an unlicensed facility, in contravention of the Community Care and Assisted Living Act (CCALA). This determination was made on a balance of probability the Licensing officer's observations on July 31, 2020, and based on the evidence obtained, which indicated the programming being provided was child care rather than a single purpose tutoring service.

The following contravention was cited:
- CCALA s. 5(a) Operating or advertising without a licence

Ms.Shih ceased operations on September 18, 2020. CCFL notified families of the children in care. CCFL will conduct a follow-up inspection.

Observation: Licensing determined that the program being offered at 7782 Royal Oak Avenue meets the definition of a community care facility in the CCALA and the CCLR. This determination was made on a balance of probability the Licensing officer's observations on July 31, 2020 and based on the evidence obtained, which indicated the programming being provided was child care rather than a single purpose tutoring service.
Corrective action: The operator closed the facility.
