POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing reviewed the policy and procedures manual for the facility. There was no active play policy or screen use policy in the manual.In a previous inspection report the information on developing these two policies was recommended.
Corrective Action(s): Please ensure an active play policy and a screen use policy is developed and shared with the families.

HYGIENE AND COMMUNICABLE DISEASE: 15020 - CCLR s.14(4)(b) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation: During the inspection I spoke with the Licensee to ask where she was changing the children's diapers. She stated she was changing the children's diapers in the nap room on a changing pad. She stated the washroom was too small a space to change the children's diapers. Licensing referred to the inspection report # DCHG-A4LQ8R where the care provider was asked to change the children's diapers in the washroom on the recommendation of the licensing officer. Licensing and the Licensee discussed possible solutions for changing diapers in the smaller space and made some recommendations. Licensing stressed the importance of being close to a wash basin when changing the children's diapers for hygenic purposes. The Licensee proceeded to continue to change diapers in the nap room after the discussion with Licensing. This is a repeat contravention. During the second inspection day the Licensee bought a thicker pad and will make changes to the washroom to change diapers in the washroom.
Corrective Action(s): Please ensure to relocate the diaper changing area to a location that is next to a wash basin.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing observed 4 children's records out of 7 children's records. Two records were missing a date of enrollment.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance records were reviewed. For the month of January, 8 times for arrival and departure were not recorded. In discussion with the Licensee she does not record the attendance of the school age children who attend the program in the morning. This is a repeat contravention from the inspection # DCHG-A4LQ8R
Corrective Action(s): Please ensure the arrival and departure times are recorded for all of the children.

Observation: Licensing observed 4 childrens records out of 7 children's records. One record was missing a parent's telephone number. Two records were missing an emergency contact and one record was missing a medical practitioner.
