Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10120 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Medication required in a child's care plan was past its best before date.
Corrective Action(s): Please ensure any medications named in a child's care plan is not expired.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing reviewed 3 staff records and 1 staff's certificate has not been verified by the Early Childhood Educator Registry.
Corrective Action(s): Please ensure that any staff that hold ECE/ECEA certificate issued by the ECE Registry is verified through ECE registry.

Comments

At the inspection dated March 28, 2023 there were twenty children and three staff present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by March 29, 2023. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Following was discussed with staff:
Storage of garden hose to be inaccessible to children
Photographs of children are stored on a cell phone. It is recommended that hard copies of photos are available in case the cell phone does not work and for quick photo access in an emergency situation.
Placement of sleeping equipment to prevent children from touching other children's sleep equipment.
