Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): A portable heater was noted at a corner of the activity room behind some low shelves. It was hot on the surface. The licensee explained that the room would be cold during the winter time and therefore, it was turned on. They also ensure that children don't try to touch the surface. They explained that the heater will automatically turned off when it is touched.

However, based on my inspection and observation, the heater was hot on the metal surface when turned on and children's small fingers can put through the metal slits. children's toys and montessori materials were also placed very close to the heater. children could have access to this heat and it's hot surface.

Corrective Action(s): Please ensure that children do not have access to this heater. Licensee agreed to follow up with this matter. Licensee agreed to remove this protable heater and has turned it off. Thank you.

STAFFING: 12153 - CCLR s.19(5)(c) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs. .
Observation (CORRECTED DURING INSPECTION): A volunteer's immunization status was missing from the file.
Corrective Action(s): Please ensure that the facility has obtained their immunization status.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: The fire drill record was reviewed. It appeared that the fire drills were not conducted monthly. The regulation was discussed and the licensee thought that a fire drill was not required if an emergency drill was conducted .

Corrective Action(s): Please ensure that a fire drill is conducted at least once a month.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 5 children's registration files were reviewed. It appeared that they were well organized except that two children's immunization status information were missing from the files. The licensee stated that parent had not provided the information.

Corrective Action(s): Please follow up with the children's family and obtain children's immunization status information.

Comments

The inspection was conducted in the presence of the licensee and a family member. Writer observed work time, snack time and circle time and outdoor play time.

We discussed the use of disinfectant (i.e. lysol). The strength of the solution will change if it is diluted with water. Please don't dilute the solution and follow the manufacturer's instruction.

The emergency supply kit was reviewed. The food in the kit was minimum (i.e. only 1 day supply). The licensee stated that some water was taken away from the kit due to the expiry. The licensee stated that they did have more water and food in the day care and in their house and can be used during an emergency. Licensing highly recommended that all the items including food and water are put together and are designated for day care use. 72 hours supplies are recommended.

The language room was cold. Writer noted that the heat was located behind the tall shelve in a corner of the room. This language room is part of the licensed day care area. Please make it available for children to use. A portable heater may be needed to warm up this room.

The facility is in good repair and maintenance. Children washed their hands after using the washroom and before eating. Children followed instructions from staff.

Age appropriate toys and montessori materials are available.
