Introduction

n unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: Licensing observed that the staff did not take the first aid kit with them when going off site.
Corrective Action(s): Ensure that the First Aid Kit is accessible to the staff.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing observed that for one staff's ECE cert validation had expired and for ECEA staff the validation was not included in the file.
Corrective Action(s): Ensure that the certificates are validated by the system maintained by the early childhood educator registry.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensing observed that the fire drills were not implemented for last month and the previous logs were not available for licensing to review
Corrective Action(s): Ensure that each program and employee practices implementing the fire drill at least once a month and the log is maintained.

CARE AND/OR SUPERVISION: 14010 - CCLR s.34(1) - A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation: Licensing observed the following:
-staff did not know the correct number of children outside with her
-there is no system to head count or a checklist of how many children are going outside with the staff
-the child exited through the door without informing the staff..
Corrective Action(s): Ensure that chidren are adequately supervised at all times and systems are developed to keep the numbers in check.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Staff did not encourage or instruct children to wash hands before eating snacks or after eating and coming from outside..
Corrective Action(s): Ensure that staff instruct children to practice hand washing frequently.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing observed that on children's records the date of enrollment was missing
Corrective Action(s): Ensure the all children's records have enrollment date mentioned.

Comments

Summary of Inspection:
At the inspection dated October 4, 2023 there were 20 children and two staff present Licensing met with the manager. At this inspection above noted contraventions were identified.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed or education provided:
Parents signature on a care plan as best practice
Snack menu is posted for all the parents to see
Children's complete records are available in a single place
To tidy up the place with all the things around the room that are not in use.
The spider web in the outdoor play space is off limits. It was discussed to put the cones around it so that children know its off limits.
