Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following in the outside play area:

-A rusty garbage can.
-A wooden table with rough edges.


Licensing observed the following inside the facility:

-Medication for a specific child was expired. In discussion with the Manager this has been addressed and the family has been contacted.
-A staple gun and a cutting blade were accessible to children (this was corrected during the inspection)
-Staff personal items were accessible to children
-A plug cover was missing in the second room that was observed
-Two loose cords were lying on the floor. This could be a potential tripping/choking hazard. One of these cords was corrected during the inspection.

Corrective Action(s): Please ensure a healthy and safe environment is provided at all times when children are in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection the following was observed inside the facility:

-Paint peeling on the walls, the ceiling, the baseboards and the washroom
-Two baseboards were cracked
-The trim from a shelf was seperated from the shelf


Corrective Action(s): Please ensure the facility is clean and in good repair while children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: Licensing observed all of the children go to the outdoor play area. A first aid kit was not taken to the play area.
Corrective Action(s): Please ensure a first aid kit is accessible to child at all times

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that only one room recorded an emergency evacuation drill for the year. In discussion the Manager stated all the rooms practice the emergency evacuation drill at least once per year.
Corrective Action(s): Please ensure when the annual emergency evacuation drill is completed that the date is documented

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: When inspecting the outdoor play area it was observed that balls and blocks were available for the children's use. During the inspection the active play policy was reviewed. Some materials listed for the children to use in the active play policy were not available. In addition the current quantity of materials was not sufficient in numbers for 25 children in care.
Corrective Action(s): Please ensure the materials listed in the active play policy are availble for children to use and are sufficient in quantity.

HYGIENE AND COMMUNICABLE DISEASE: 15010 - CCLR s.14(4)(a) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation: During the inspection Licensing observed that there was no surface to change diapers. In discussion the staff stated that some children use diapers at sleep time.
Corrective Action(s): Please ensure a sturdy surface for changing diapers is provided.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The March attendance records for three rooms were reviewed. One room was missing the depature times for 14 children. One room was missing the departure times for one entire program. In discussion staff stated that the children in the morning program are signed in but not signed out when the children transfer to another room. Licensing discussed the importance of maintaining accurate and update attendance records to ensure the health and safety of children in care.
Corrective Action(s): Please ensure the attendance records are complete.

Comments

At the inspection dated March 11, 2019 there were 65 children and 12 staff present. At this inspection the above noted contraventions were identified. Please ensure a written response is provided to Licensing by April 8, 2019 addressing the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.


The following education/recommendations were provided:

· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
· Adding more information to the guidance policy
· Transporting emergency evacuation supplies in a way that is easier to carry

The inspection was completed on March 11, 2019 and the report was reviewed with the Manager on March 14, 2019 prior to signing.
