Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the relevant Director of Licensing Standards of Practice. Evidence for this inspection was based on the writer's observation, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The Licensee operates her facility from the lower level of her home with a separate entrance. The writer observed the following:
1) the Licensee installed security bars on all of the windows located within the licensed child care space. At the last inspection the Licensee assured the writer that the bars could be opened from the inside in case of emergency. During today's inspection the writer noted that the bars at each of the windows are secured in place with screws. There is a side door and a door leading up into the interior of the home.

2) the Licensee has accumulated a number of items that are stored on the kitchen counter, table tops, stove top, top of fridge and microwave. During today's inspection the writer noted that the items are now stored in such a manner that it could pose a safety hazard to the children and staff due to the volume and instability of the items.

Corrective Action(s): The Licensee must ensure that:
1) the windows with bars meets the fire code requirements regarding evacuation safety. The writer is concerned that staff and children may not be able to evacuate the facility in a timely manner in the event of an emergency;

2) the facility is thoroughly cleaned and tidied. All items must be stored in a manner that does not pose a risk to staff and children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: The writer has a large outdoor play area for children to use. During today's inspection the writer observed sticks, metal poles, and gardening materials stored in an area that is accessible to the children. On the north side of the yard the Licensee has laid down various pieces of wood of varying length on the grass. This area is also accessible to the children and in it's current state poses a tripping hazard to the children.
The writer observed the Licensee and children preparing to go outside and the Licensee placed a young child in a stroller. In discussion with the Licensee the child was to be placed and kept in the stroller during outdoor play as the child would run and access the bushes/gardens. The writer and the Licensee had a conversation that all children need time to explore the outdoor play space and if children are needing to be kept from free outdoor play the Licensee would need to amend the play space to ensure it is suitable and safe for children of all ages.
Corrective Action(s): The Licensee will need to make the above noted areas inaccessible to the children or make these areas safe for all children to access.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: The writer viewed the washroom used by the children in care and noted that there was the one hand towel.

Corrective Action(s): The Licensee must either separate hand towels for each child in care and ensure that they are stored in a manner that do not touch another towel and are laundered on a daily basis. Alternately the Licensee may provide paper towels for the children to use. This hygiene practice is to prevent the spread of communicable disease among the children.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: The Licensee provided the writer with 7 children's files. Upon review of theses files the writer noted that none of the files contained the start date for the children.

Corrective Action(s): Upon enrollment please ensure that all the legislative information for each child is obtained.

Comments

The Licensee was present with 7 children during today's inspection. The writer discussed with the Licensee the following:
- Lead in Drinking Water: the writer provided to the Licensee a handout on lead in drinking water. The Licensee can take steps to reduce the amount of lead exposure to children by ensuring any taps that are used for children for drinking or food preparation is flushed on a daily basis for approximately 5 minutes.
- Reportable incidents: if a child is injured while in care and requires medical attention or any of the other incidents noted in Schedule H of the Child Care Licensing Regulation the Licensee must make a report to licensing within 24 hours. The Licensee may call the writer and if they are unavailable please call (604) 587-3936 and ask to speak with the Regional Duty Licensing Officer who is available during regular business hours to make the report.
- Supervision: the Director of Licensing Standards of Practice Active Play and Safe Play Spaces speaks directly to staff supervision. All staff must practice active supervision while caring for children. This includes a combination of close proximity and attention, watching, and listening. Staff must be able to move through and see the entire play space.

The Licensee's first aid certificate will expire in September 2018. In discussion with the writer the Licensee stated she has enrolled in a first aid course to renew her certificate.

This report was reviewed with the Licensee prior to signing. There are a number of safety concerns that requires the immediate attention of the Licensee. Please contact the writer once these items have been addressed and a follow up inspection will be conducted.
