Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AF4NCL have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: During inspection Licensing tested the hot water temperature at the wash basin used for children and noted that it was 51C.

Licensee stated that they supervise children when they use the wash basins to ensure both hot and cold water is being used to prevent scalding.
Corrective Action(s): Ensure hot water accessible to children does not exceed 49C.

Submit written documentation to Licensing once the hot water temperature has been lowered.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: During inspection Licensee stated they have not yet written the Active Play Policy, Licensing
Corrective Action(s): Ensure Active Play policy is written and shared with parents.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: During inspection Licensee stated that they have not written the Screen Use Policy
Corrective Action(s): Ensure Screen Use Policy is written and shared with parents.

Comments

During inspection children were engaged in free play consisting of: dramatic play, colouring, building with duplo etc.

Licensing observed the Licensee interacting with children while they were engaged in activities.
