Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #LPEN-ATRTQ7 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: An exposed plug outlet and a power cord within reach of a child were observed in a nap room. These were corrected on site during inspection.
Corrective Action(s): Please ensure that hazardous items are out of reach to ensure a safe environment.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: A diaper change mat was observed to have several small rips on the side. This could make it difficult to sanitize the changing surface. Manager noted that they were able to purchase a replacement today for immediate use. Corrected on site.
Corrective Action(s): Please ensure all items are in good repair and easy to sanitize.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: It was observed in one building that the baseboard heaters are rusty and there is also rust around the sinks. Manager stated that they plan to replace the baseboard heaters and fix the sinks.
Corrective Action(s): Please ensure that all equipment is sturdy and free from hazards and easy to clean.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: Boxes and trays were stacked in the doorway, partially blocking an exit in one room. This was corrected while on site.
Corrective Action(s): Please ensure that all exits are kept unblocked or unhampered in case of the need to exit during fire or other emergency.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Two out of ten staff files reviewed were missing ECE validation from ECE registry. Manager validated the files noted while LO was on site. Corrected.
Corrective Action(s): Please verify each staff's credentials through the ECE registry.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: One fire extinguisher out of five was noted to be out of date- expired. Another fire extinguisher was brought in and so this was corrected on site.
Corrective Action(s): Please ensure all fire extinguishers are service to mitigate and response to a fire emergency.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation: One out of two fridges measured was above 4 degrees- measuring 6.4 degrees. The manager turned the fridge down during the inspection. Corrected while on site.
Corrective Action(s): Please ensure that each fridge temperature is at 4 degrees or less to ensure the healthy storage of food and drink.

Summary of Inspection
At the inspection dated December 10, 2018 there were 89 children and 25 staff present. At this inspection the above noted contraventions were identified.
