Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The large rug located in the 3-5 GDC room has several edges that is coming apart. Please ensure that furniture and equipment is in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Bleach and borax was observed under sink cabinets for several of the programs.
Corrective Action(s): Hazardous products must be inaccessible to children at all times. This was corrected at the time of the inspection

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation (CORRECTED DURING INSPECTION): Few months for fire drills and yearly emergency procedure was practiced but not recorded.
Corrective Action(s): This was corrected during the time of the inspection, but needs to be correct at all times.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Random selection of children's files conducted. Some children are missing their immunization status information.
Corrective Action(s): Please ensure that records are complete

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Some of the children are missing their enrolment date.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Some children are missing their sign out information
Corrective Action(s): Please ensure records are complete

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Some children are missing their doctor number

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Care plan information is not updated, was completed last year
Corrective Action(s): Please ensure care plan is reviewed at least once a year with parent and any other person requested by the parent.

Comments

Licensing reviewed some of the changes in the CCLR
The inspection was also conducted with the JI Student.
Licensing provided and reviewed the 5210 Package.
Evidence of programming was posted and displayed.
Log of outdoor is done but not recorded consistently. Licensing discussed ensuring records are complete.
Licensing discussed that correct information be included such as time in and date for medical forms.
Licensing observed children engaged in both group and individual type of activities during the inspection
Children were provided positive and supportive guidance
