Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: the name of the manager was not observed posted within the facility
Corrective Action(s): Please ensure the name of the manager is posted within te facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Facility currently consists of installed carpet which is showing signs of wear and tear and is challenging to clean. Area rugs consist of taped edges , a window pane is cracked , 2 light switch covers are cracked and or missing. Walls within the classroom and at point of entry are dirty and marked. Towel bars and toilet paper holders are missing consisting of partially fixed hardware which remains on the wall.
Corrective Action(s): please ensure facility is maintained in good repair with equipment and fixtures that are free from hazards.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: Children observed playing outside , a bag of balls were brought with the children to play with. The balls were worn and peeling some consisted of exposed foam. A discussion was held pertaining to increasing the amount of equipment for children's use such as bubbles , parachute as an example to enhance programming opportunities for children. ,
Corrective Action(s): Please ensure children have access to equipment which is in good repair

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: one of the two staff files reviewed did not contain evidence of ECA Validation.
Corrective Action(s): please ensure staff screening in complete to include validation of Educators and Assistants as established by the director of the ECE Registry.It is noted this is a repeated contravention as previously identified during the last routine inspection.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 6 Children's registration files reviewed , 1 found to be missing child's gender.
Corrective Action(s): please ensure children's information is complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Attendance records do not accurately reflect the times of arrival , most children signed in at 9:00 however 5 children arrived at 10:00 this information is captured as 9:00.
Corrective Action(s): please ensure daily attendance records are reflective to the hours in which children attend.

The following expiry dates are included as reminders:
staff first aid - Expires Sept 2018
Extinguisher - Due for servicing in Aug 2018( noted to be mounted within a recent fire inspection, to date has not occurred )
Discussed application for amendment from Preschool to GCC ( 30 mos to school-age ) Program schedule received and includes nap time , email confirmation to be received including sleeping equipment have been put in place prior to amending licence.
Discussed ensuring families of children attending part time are informed that their children attend daycare and not a Preschool , the facility may not hold themselves out as offering a Preschool .
Children observed participating in outdoor time - designated park / field , discussed accessing a separate space when field is in use by other pogroms operating from Gurmat Center.The far corner is equipped with a fence on 2 sides and with placement of cones or a visual barrier supervision will be increased.
Supervision
Supervision practices were observed in place however further discussed due to the increase in the number of incidents of missing / wandering which have occurred at other licensed facilities received and investigated by the Licensing Program.
