Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): There is a storage cupboard in the children's washroom accessible to children. Children use the washroom unsupervised/independently. There was pod detergent stored on a shelf within reach of children. The manager said they usually store it higher but there was no room. The manager removed it during inspection and stated that she will move it to another location or get a child safety lock for the cupboard.
Corrective Action(s): Ensure children do not have access to any object or substance that may be hazardous

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: No reference on file for the manager
Corrective Action(s): Ensure that the manager has three references on file

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Facility staff mentioned that they had completed the fire drills, but were not documented
Corrective Action(s): Licensing discussed storing these records in 1 place to ensure that the documents are easily accessible and easy to document for all staff

Comments

At the inspection dated Feb. 12, 2021 there were 20 children and 3 staff present. At this inspection, the above noted contraventions were identified. Action required by the Licensee includes providing a written response by Feb. 26, 2021. Actions required by Licensing include reviewing the written response.

Licensing conducted a walk-through of the entire facility.

The following education/recommendations were provided:

- Licensing recommends using a bound book to record non-reportable incidents, illnesses and accidents. This includes using the date and time, if/when parents were notified and any further information including who was involved.
- The importance of ensuring new staff have a full orientation of the facility policies and procedures.
- Certificates for all staff are posted in a prominent place.
