Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: There are several electical outlets that are in access to children (one directly near a sink that children use). There is a kettle with warm water located directly near the sink that children use.
Corrective Action(s): Ensure that a healthy and safe environment is provided at all times.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Two staff have Criminal Record Checks that are more than 5 years old. There is a third staff who has a Criminal Record Check from another facility. Criminal Records are required to be checked for every five years through the Criminal Record Review Program and are required to be issued directly to the licensed facility.
Corrective Action(s): Ensure Criminal Record Checks are in place for all staff.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: A random selection of 10 children's files were reviewed and of these, 1 did not have a medical insurance plan number in place.
Corrective Action(s): Ensure all children have a record of medical insurance plan number on file.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: A random selection of 10 children's files were reviewed and of these 1 did not have an emergency contact.
Corrective Action(s): Ensure each child has an emergency contact on file.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: There is one child who was in attendance during this visit that requires extra support, however there is no care plan in place indicating the course of action staff are to take.
Corrective Action(s): Ensure that each child requiring extra support has a care plan in place.
Date to be Corrected: Prior to this child being in attendance.


Comments

5210 information package was discussed and left today. The Active Play Standards of Practice was discussed.

Children were seen to engage in block building, a variety of art activities, fine motor manipulatives, puzzles, play in the outside playground, sing songs at circle time, eat a healthy snack, wash hands prior to eating. A wide variety of activities were available to the children that address all areas of development including a light table, puzzles, dramatic play, nature centres, language and mathematic activities, pattern building, threading and color matching. The teachers were seen to engage with the children in a respectful and age appropriate way by using kind language "thank you", getting down to their level (playing on the floor), assisting with art activities, and ensuring they are warm when playing outside.
