Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). The facility was inspected for compliance witha focus on developed and implemented Health and Hygiene systems due to Covid-19.
The Covid-19 Risk Screening Tool was completed with the facility manager prior to today's inspection as required by the Fraser Health Authority. Licensing outlined the precautions that would be taken during the inspection.

Observed Violations
LICENSING: 10010 - CCLR s.10(1) - Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation: It is noted that the facility has been closed due to Covid -19 during which time renovations have taken place. Stairs and deck area have been added to create a side entrance for families and added cover concrete area below for children's use.Also noted is the change of a designated nap area for children now shared as a family space.
Corrective Action(s): Prior to making changes, Licensee has the duty to inform Licensing of any changes which were originally approved at time of the application.This will provide the opportunity for discussion on how these changes may affect the day-care operation.Licensee is requested to submit a plan for the nap area to ensure it is available to children when needed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Children and family dog playing in the yard,at the LO's arrival the dog was barking consistently to which children were yelling at the dog to stop. The Licensee included that the dog was very friendly, Licensing approached the dog after requesting permission to do so. Slowly placing a hand by the dog and petting the dog it discontinued barking and waged it's tail. The dog started to growl and snapped towards the Licensing officer's arm. Moving quickly there was direct contact however no injury. The licensee was very apologetic stating that the dog can be very protective over the children. Licensee was asked to create a plan which was received by email. The plan requires further detail as it states that the dog will be reintroduced to the day-care, how will it be determined that it is safe to do so? The licensee stated that she was nervous and the dog picked up on that, this is of concern as behaviors of children and circumstances are forever changing and unknown. For the safety of the children and in fairness to the dog it is expected that the plan supports the best interest of all concerned.
Corrective Action(s): please provide your expanded plan ( Pet Policy ) for review.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Observed loose dirt under the diaper change pad, licensee included cleaning the top and front portion of the change area.
Corrective Action(s): please practice extra diligence in cleaning procedures to ensure a healthy environment.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: Observed wooden lawn edging at the bottom of the slide , there was insufficient space at the landing as observed in use. It is noted the a previous tunnel slide had been replaced creating the reduced space required. A taller shelf is unsecured as observed within the nap area
Corrective Action(s): please ensure equipment is free from hazards , sturdy and safe for use by children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Recent renovations to the outdoor area are in progress observed areas under deck accessible to children. Several building supplies noted as follows posing risk of injury to children:
Many screws laying within the loose rock area
siding or flashing propped against the house
rebar protruding from under this area
Corrective Action(s): Licensee provided a photo following this inspection to demonstrate that the area has been addressed ( enclosed by an installed fence ) making it no longer accessible to children.

Comments

During the inspection the facility manager provided details on the steps taken to increase monitoring of added health and hygiene measures.
At the inspection dated Aug 17, 2020 there were 6 children in the care of the Licensee. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.Written response required by the assigned timeframe although it is noted that the Licensee provided an email Aug 18th outlining steps to be taken to address hazards noted within the yard ( photo attached ) of an enclosed area which now restricts access to under the stairs area where several hazards were observed.
The Licensee also provided a plan to ensure a family dog remains upstairs in the home during daycare hours.( daycare designated to the lower level ) Further expansion of this plan is required as it is stated that the dog will be slowly reintroduced when reactive behavior improves.

WASH OFTEN
In practicing Covid-19 precautions the inspection report was completed off site with arrangements made for delivery, therefore unsigned. A follow up inspection to take place to reinspect the areas found in noncomplinace during todays inspection.
