Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR ##RSUN-ANCRWP have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: CCFL observed the following: 1) paper cutter left unattended in playroom that could potentially harm children
2) top of shelves have objects that could potentially fall on children
3) toys stored in washroom on top of toilet is unhygienic
4) drywall in hallway chipped
5) computer screen to attached to prevent fall over on children
Corrective Action(s): Please ensure that these items are addressed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: CCFL observed that the caulking around the sink is sticky and is in need of new caulking in the School age program room.
CCFL also observed the washroom is in need of cleaning in the School age program room.
Corrective Action(s): Please ensure that these items are addressed.

STAFFING: 12260 - CCLR s.29(c) - To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.
Observation: CCFL reviewed the staff records and found that one staff did not evidence of 20 hours child care training on site. The manager stated that this individual is enrolled in ECE training.

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: CCFL reviewed the staff policies and that the facility was missing information on screen time and active play.

Corrective Action(s): Please ensure that policies are in place and the staff and parents are aware of them.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: CCFL reviewed the staff records and found that one staff did not have their ECE Assistant certification as required. The staff stated that she had been working here for about 4 months.
Corrective Action(s): Please ensure that there is evidence on hand at the facility to proved that staff are qualified.

Comments

CCFL has observed that the facility is now taking walks in the neighbourhood. CCFL requires a plan and map of where you go for walks in the neighbourhood.
CCFL will send the information to the manager on Screen time and Active play.
The manager would also require an Exemption form for staffing.

CCFL and manager discussed amending the licence. The manager realizes that a separate nap room is required to expand the infant and toddler program.
