Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were reviewed for compliance.

Observed Violations
STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: 4 staff files were reviewed; immunization status for 1 staff was missing.
Corrective Action(s): Ensure all staff files are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): 4 staff files were reviewed; 1 staff's certificate was not validated through the ECE registry.
Corrective Action(s): Ensure that all staff files are complete.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): LO observed and discussed the following with the Manager:
Children from both GCC ( 30 months and SA) and GCC ( School Age) were combined in one single group in one classroom.
Corrective Action(s): Ensure that children from different service types are divided into appropriate groups as per Sch E of CCLR.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): 6 children files were reviewed; 2 children were missing their start date.
Corrective Action(s): Ensure that all children files are complete.

Comments

At this inspection dated , February 28, 2024 there were 14 children, 2 staff and the Manager present. At this inspection the above noted contraventions were identified. Licensee is required to take corrective action to bring the facility into compliance. The contravention noted in this report were reviewed with the Manager during today's inspection and a copy was provided along with the Risk Assessment.

LO observed and discussed the following with the Manager:
- Medication; aware of the expiry date
- Sign in and out sheets ( preschool and GCC)
- Reportable Incidents
