Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection - Contraventions observed on FIR #SREL-ALT5RD have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: - Licensing observd 2 electrical sockets located in the nap space did not have electrical socket covers on, making them inaccessible to children.
- Licensing also observed a large fan on top of a TV in the nap room which has the potential to fall on a child.
- Licensing observed that the temperature in the facility was cold, reading 16.1, measured with a digital thermometer.
Licensee stated that children are left alone in the nap room once asleep although the door is left open for sipervision. There is potential for children to access the fan which may fall on top of them.
Corrective Action(s): Licensee stated that the fan will be moved to be inaccessible. Also discussed removing the TV as it no longer works. Please ensure a safe and comfortable environment for children at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11060 - CCLR s.14(2) - A licensee must have one toilet and wash basin for every 10 children or fewer.
Observation: Licensing observed that a member of the Licensee's family was using the bathrom in the facility for 15 minutes during inspection. This limited the availability for children to use the bathroom if required. Discussed with the Licensee who stated that as members of the family are staying in the space off the facility space, they access the bathroom to shower.
Corrective Action(s): Please ensure a system is in place to ensure that children have access to the bathroom at all times during their time at the facility to meet their needs.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: On review of 3 staff files, Licensing observed that all 3, plus the Licensee/Manager, did not have ECE verification evidence. This was discussed with the Licensee/Manager and how to access that information
Corrective Action(s): Please ensure all staff verification is completed for all holding ECE or ECEA certification.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed a child that did not wash hands after using the bathroom. Discussed with the Licensee who stated that children generally do and they know to inform the staff when using the washroom so that this process is observed. Licensing acknowledges that children did wash hands prior to eating snack.
Corrective Action(s): Please ensure that a health and hygiene process is practised at all times.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the licensee and another staff with 4 children.

Staff to child ratio exceeded regulations at the time of inspection.
Licensing observed the children in free play activities followed by a circle time

Discussions with the Licensee:-
- Licensing reviewed the verification process of certification with the Licensee
- Licensing provided information regarding Appetite to Play and provided the immunization poster as a resource.
- Licensing notes that persons over 12 in the upstairs of the home, which is not part of the facility, all had RCMP checks.
- Licensing discussed the requirements of legislation and for criminal record check clearances to be applied for through the Criminal Record Review Program (CRRP).
- Licensing will copy the Licensee and all other family members already with a CRRP clearance and mail to the Licensee to have on site as required.

Licensing observed Staff engaged with children during circle activities.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection may be conducted due to the number and nature of the contraventions.
