Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): a defuse was plugged into an electrical outlet next the sink used by children , the wax was melt and hot to the touch.
Corrective Action(s): please ensure children do not have access to any item which may e hazardous to their health and or safety. The licensee addressed the item during the inspection , adding that this would typically be used outride of hours of care.

MEDICATION: 16080 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation (CORRECTED DURING INSPECTION): Medications safely stored however several unlabelled. Also discussed adding additional information within the care plan to ensure steps are clearly outlined as to when to administer.
Corrective Action(s): please ensure medications are labelled to reduce the risk of a medication error. Care plan to be expanded to include additional details as discussed.

Comments

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

There is an approved short term temporary placement in place to permit additional children to attend under the age of 36 months.
Children spent time outdoors during the inspection.
It is noted that the licensee has taken steps to reduce stored items and additional shelving creating a larger space for children's use. The facility has recently been painted and overall appears well organized with evidence of self monitoring in place - posted and completed Child Care Links checklist
