The manager only had 2 references in her file.
Corrective Action(s): The licensee must obtain & verify ≥ 3 references for managers. All requirements of 19(1)(2) are required by employees' 1st day of employment.

Observation: A child's start date only listed the month & year, but not the day.
Corrective Action(s): Children's complete enrolment dates must be documented.
