Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed a rip in the diaper change mat exposing the foam underlay. Licensing provided education how a ripped diaper change mat cannot be cleaned and sanitized effectively.
Corrective Action(s): Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following accessible to children in care;
- Open bag of patching compound material in an unlocked kitchen cupboard. The Manager removed this item.
-Four screws sticking out of the wooden climbing section of the outdoor big slide structure.
- One panel of the back wooden fence is slightly broken causing a piece of the wood to stick out. Potential for a child to hurt themselves.
- A dirty and wet towel on the ground in the outdoor play area.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Date to be Corrected: May 12, 2022.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Upon a review of three staff records, Licensing observed that two staff's Criminal Record Check (CRC) expired on April 3, 2022. The Manager informed Licensing that new CRC have been applied for but not yet received.
Licensing provided education on having a system in place to ensure that staff records are maintained.
Corrective Action(s): Ensure that current staff records are kept.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation: Licensing observed that the fire extinguisher was to be serviced in September 2021 however, it has not been serviced yet. Licensing provided clarification on how to identify, on the tag, when the fire extinguisher has been serviced and when the next service is to be done.
This is a repeat contravention.
Corrective Action(s): Ensure that fire extinguishers are serviced annually.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon a review of eight days of the attendance record for the months of April and May, Licensing observed two days that children's time of departure were not indicated.
This is a repeat contravention.
Corrective Action(s): Ensure that attendance records are accurate on a daily basis,

Comments

Summary of Inspection
At the routine inspection conducted on May 10, 2022, there were 21 children, 2 staff and the Manager present. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances. As part of this Routine Inspection a Facility Risk Assessment Tool is completed.
The following discussions and education/recommendations were provided:
- Care Plans; need to be developed by the parent for any child requiring extra support and need to be reviewed at least once a year. Need to include the diagnoses of the child, and the courses of action.
- Temporary Placement
-Updating children's photos
- Staff; experience working with children
The contents of the inspection report was reviewed with the Manager at the time of the inspection. This report was written off site due to Covid-19 to help promote health and hygiene. A copy of this report and the risk assessment was emailed to the facility.
