Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Paint has come away from the walls in the Group Child Care (Under 36 Months) nap room exposing areas of dry wall.
Corrective Action(s): Please ensure the dry wall is not showing.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: The Group Child Care (Under 36 Months) nap room is being used as a storage room and is not available for napping. The manager stated children sleep in the activity room and do not use the nap room.
Corrective Action(s): The Group Child Care (Under 36 Months) nap room needs to be available at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): The following were accessible to children in the Group Child Care (Under 36 Months) - plastic bags, instant coffee, coffee mate and empty glass jars.
Corrective Action(s): Please make sure children do not have access to these items. The manger removed the items during this inspection.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation (CORRECTED DURING INSPECTION): The facility has 2 fridges. One fridge temperature was 4.9c and the second fridge was 7c. To ensure safe storage of food fridge temperatures must be between 0-4c. The fridge temperatures were turned down during this inspection.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Files for 10 children were reviewed. Emergency contact information for 1 file was missing.
Corrective Action(s): Please ensure an emergency contact is available in all files.

Summary of Inspection
At the inspection dated October 18, 2019 there were 30 children and 10 staff present. At this inspection the above noted contraventions were identified. The Licensee will submit a written response to the Licensing Officer stating how the contraventions on this report have been addressed.
