Introduction

An unscheduled follow-up inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Areas of non-compliance identified at the last routine inspection on April 8, 2019, were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed the following that are accessible to children in care:
-a toilet bowl scrubber and used mop and bucket
-1 rusted nail sticking out on one side of the wooden staircase leading up to the porch.
Corrective Action(s): Please ensure that a healthy and safe environment is provided, at all times, to children in care. The Manager had provided a written response to Licensing stating that these identified contraventions had been addressed.
Date to be Corrected: April 26, 2019.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensing observed that 1 staff's certificate has expired. The Manager informed Licensing that the certificate has not arrived yet in the mail.
Corrective Action(s): Please ensure that all staff's records are current.
Date to be Corrected: May 10, 2019.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Upon review of 3 days of the attendance records for the month of April, Licensing observed 1 day that 5 children were not signed out. Licensing educated the Manager about the intent and importance of maintaining accurate attendance records.
Corrective Action(s): Please ensure that attendance records are accurate on a daily basis. This is a repeat contravention.

Comments

Summary of Inspection
At the follow-up inspection conducted today, April 26, 2019, there were 5 children and 1 staff and the director were present. At this inspection the above noted contraventions were identified. The Licensee is required to correct all identified non-compliances by the dates indicated above in the violations section. A written response is to be provided to Licensing on the date specified for Licensing to review that appropriate corrective action has been taken to address all identified non-compliances.
