Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: During inspection Licensing reviewed fire/ emergency drill records and noted that the annual emergency evacuation plan, where all emergency evacuation equipment is taken to the evacuation site, has not been practiced in a 12 month period.
Corrective Action(s): Practice full emergency evacuation drill once a year.

STAFFING: 12430 - CCLR s.56(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing reviewed staff records and noted a staff's Criminal Record Approval Letter was addressed to an institution/ or other employer.

Licensing left information regarding sharing a Criminal Record Approval letter with the Licensee.
Corrective Action(s): Ensure Criminal Record Approval letters are addressed to Licensee.

Comments

Licensing noted that there is no date listed on the fire extinguisher. Ensure fire extinguisher is serviced one year since purchase and annually after that. Licensee stated they will look up when the fire extinguisher was purchased.

Licensing went with Licensee to pick up from school. Licensing noted that children were at the assigned spots for pick up and followed road safety rules while walking from school.

Upon arrival from school children chose to either eat snack or have a quiet book read, children were then engaged in creating with lego, playing a group game, drawing, Licensee was also engaged in a game of 'pick up sticks' with children as well.

Licensing observed staff reminding children of the rules regarding certain games, reminding children about how much time was left before a transition took place. Licensing observed staff getting down to children's level to address their questions, assist with problem solving etc.
