Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Bottle with Advil medication, vitamin supplements & cell phone charging cord for staff use was stored in a cupboard that was accessible to children in the toddler program. These items were removed by the manager during this inspection.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Four washbasins used for hand washing by children in the infant/toddler and school age program washrooms measured at 50.8*Celsius. During inspection Manager lowered the main regulator of one the main hot water tanks.
Corrective Action(s): Please ensure any water accessible to children in care measures below 49 Celsius.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): During outdoor play in the infant program Licensing observed three children with visible nasal discharge. Staff told Licensing that today they forgot to bring hygiene supplies outside with them.Manager corrected this during inspection by cleaning children's nasal discharge and supplying the staff with hygiene supplies. Licensing offered education that children must have access to health and hygiene supplies at all times
- In the infant and toddler program Licensing observed that one child's hands were not washed after the diapering routine. Licensing asked the staff to wash the child's hands. Staff said that they always wash children after diapering but today they forgot. Licensing offered education on the importance of practicing hand washing routines after diapering or a toileting routine for children and staff.
Corrective Action(s): A licensee must establish a program to instruct children in, and to practice the rules of, health and hygiene

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: 21 children's files reviewed, one child was missing emergency contact information.
Corrective Action(s): Please ensure children's files are complete before they start enrollment.

Comments

At the inspection dated October 27, 2022 there were seventy children, twenty three staff and the Manager present. Licensing conducted a walk-through of the entire facility. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by October 31, 2022. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following were discussed with the Manager:
Bottles of cleaning solution to be clearly labelled with the contents.
Storage of toys and equipment in a way that does not pose a safety risk to children in an event of an earthquake.
Storage of diaper creams
Daily outdoor play for all children
Storage of sleep beddings to prevent cross contamination
Updating children files with current photographs
Attendance records
Removing sticky stain from the tape used for posting pictures in the toddler room.
