Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Nutrition and Food Services

· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One staff member is missing their CRC by the Licensee, a CRC from a different agency was on file. The Manager stated that one was completed, but at the time could not be located.
Corrective Action(s): CRC must be completd by the Licensee. Please forward a plan to Licensing to minimize the risk until the CRC is completed

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Review of staff files, verification of ECE/ECEA has not been completed
Corrective Action(s): Please ensure evidence of verification by the ECE Registry has been completed

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Date and signature of care plan is missing
Corrective Action(s): Please ensure yearly review is completed

Comments

Licensing observed both the preschool and daycare program in session, as well inspected the OSC records.
Manager stated that the school aged children participate in the located school's emergency drill, Licensing discussed as there are school aged children who do not attend this elementary school, they would not be familiar with the school's routine, therefore the emergency drill be practiced when school is not in session.
Licensing discussed flushing lead out of the drinking water for the children, as well as Active Supervision, Updated Reporting Incidents.
This inspection was done in the presence of the Manager
