Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed 2 shelving units located within a laundry room which were not anchored to the wall. There was equipment stored on these shelves with the concern of the equipment falling on a child in the event of an earthquake. Although the intent of this room is not for children's use, it was still accessible at today's inspection.
Corrective Action(s): Please ensure a safe and healthy environment is provided at all times.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: On review of a random selection of 3 staff files, Licensing observed that 1 was missing immunization status. Manager stated that the staff definitely has it but must be misplaced and will provide a new one for the staff to complete.
Corrective Action(s): Please ensure that staff records are complete at the time of hire.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: On review of a random selection of 7 children's records, Licensing observed that 2 were missing enrolment dates. All other records had the date written on the front of the file.
Corrective Action(s): Please ensure all information is complete at the time of registration.

Comments

Summary of Inspection

At today’s inspection there were 20 children and 5 staff present which includes the Manager. At this inspection the above noted contraventions were identified.
The Licensee is required to submit a corrective action plan to Licensing by the date below
Licensing will monitor the corrective action plan.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Promoting Active Play in the program
- Temporary Placements
- Active Supervision
- Lead in the Water/flushing pipes - resource provided

The following resources were provided:
- Reportable Incident Bulletin
- Reportable incident forms
- Child Safety Alert Bulletin

Discussed auditing staff files to keep requirements of Section 19 in one location for ease of review.

Licensing will complete a follow up to observe the Group Child Care school age program in operation.
