Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Long curtains in the naproom next to children's cots and playpens. The concern is of possible suffocation.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following;
- Protective cushion that is around the molding in the main play area has a strip pealed up and is exposing a hard surface.
- In one of the play pens there is a hole approximately larger than a size of a loonie forming

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Fire extinguisher not annually serviced. The licensee stated that she will take it in to get serviced.

RECORDS AND REPORTING: 19030 - CCLR s.55(2)(a) - A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation: Upon review of minor incident log, it was determined that a reportable incident had occurred at the facility, although the licensee did not notify the medical health officer. Licensing had a discussion about reportable incidents. Reportable incident bulletin will be provided to the licensee.
Corrective Action(s): A licensee must notify the medical health officer within 24-hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H of the CCLR

Comments

At this inspection there were 7children, 1 staff and the Licensee present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to licensing by July 21, 2023 stating how you have addressed the above noted contraventions. Licensing will review the response.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following was discussed wit the Licensee;
- Sanitary practices for storing children's beddings
- Manufacturer's requirements for age and weight for high chairs and play pens
- Removal of any broken outdoor toys and replenishing supplies
- Outdoor times during hot/summer months to minimize heat exposure in addition to providing shade options
The contents of this report was reviewed with the Licensee and a copy will be emailed to be facility.
