Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The emergency supplies do not contain enough food and water for up to 72 hours for all children in the facility.
Corrective Action(s): Please ensure there are enough emergency supplies for up to 72 hours for all children available.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: Care plans have not been not developed in consultation with the parent or any person requested by the parent for six children who have allergies.
Corrective Action(s): Please ensure care plans are available for all children who have allergies.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: Care plans for three children had not been reviewed annually with the parent or any person requested to by the parent.
Corrective Action(s): Please ensure that all care plans are reviewed annually.

Comments

Summary of Inspection
At the inspection dated October 28, 2021 there were 33 children and nine staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager.
Total time includes office time.
The following were discussed with the manager:
Paintwork throughout the facility is starting to show signs of wear and tear. CCFL recommends the Licensee plan to repaint the surfaces in the near future.
Children records need to be keep by the facility for 2 years after the child leaves. If online systems are used for any record keeping the Licensee must ensure records are available for 2 years. See Child Care Licensing Regulation Section 60(5).
All Covid-19 protocls still need to be followed.
