Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Three out of four staff certificates were displayed
Corrective Action(s): Please ensure all staff certificates are prominently displayed

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:
-several electrical cords attached to heavy equipment were hanging within reach of the children. This could cause a potential falling hazard.
-several plug covers were missing. This could cause a potential electrocution hazard.
Corrective Action(s): Please ensure a health and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the observation the following was noticed inside the facility:
-paint was peeling off of the walls in the cubby area
-several dents and paint chips were noticed in the wall and on the border of the bulletin boards.
-the sink was chipped
Corrective Action(s): Please ensure the facility is in good repair while children are in attendance

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Four of four staff records were reviewed. One staff was missing a record of immunization status.
Corrective Action(s): Please ensure staff records are complete

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Four staff records were reviewed. Four staff records were missing evidence of verification of ECE and ECEA certificates.
Corrective Action(s): Please ensure all staff certificates are verified throught the early childhood educator registry.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing reviewed the record of fire drills. Fire drills for January and March were not recorded.
Corrective Action(s): Please ensure a fire drill is completed and recorded each month.

Comments

At the inspection dated May 21 , 2019 there were 12 children, 4 staff and one volunteer present. At this inspection the above noted contraventions were identified. Please ensure a written response is provided to Licensing by June 4, 2019 addressing the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. This report was reviewed with the Manager prior to signing.
