Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing of Practice (DLSP). All categories of care were inspected for compliance.

Observed Violations
POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the routine inspection licensing observed that the Active Play and Screen Time Policy was not available.
Corrective Action(s): Please ensure that an Active Play and Screen Time Policy are available to staff and parents.

POLICIES AND PROCEDURES: 13080 - CCALA s.19 - If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.
Observation: During the routine inspection licensing observed that a prepayment agreement was not available.
Corrective Action(s): Please ensure that a prepayment agreement is made available and known setting out the terms and conditions on which a refund of all or any of the prepayment will be made, to the parents if they are prepaying any amount of said fees.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During the routine inspection licensing observed 11 children's files and one child's file was missing a record of immunization.
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the routine inspection licensing observed that on a few days in August and September the departure time was missing.
Corrective Action(s): Please ensure that departure times are accurate.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the routine inspection 11 children's files were reviewed and one child's file was missing a doctor's name and phone number.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At the inspection dated October 03, 2023 there were 38 children, 10 staff and the manager present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:

· Lead in the Water – flushing the pipes to remove any impurities before using the drinking water
· Education was provided regarding verification of references and initialing as that they have been verified
