Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: A copy of the parent contract was not available for three children.
Corrective Action(s): Please ensure a copy of the parent contract is available for all children.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Immunization status was not available for three children.
Corrective Action(s): Please ensure immunization status is available for all children.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): The manager stated daily attendance had not bee recorded for November & December 2022 although she is now recording this information.
Corrective Action(s): Daily attendance records must be maintained.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Written permission to call a doctor or ambulance in the case of an emergency was not available for three children.
Corrective Action(s): Please ensure written permission to call an ambulance or doctor in the case of an emergency is available for all children.

Comments

Summary of Inspection
At the inspection dated January 20, 2023 there were two children and one staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager.
The following were discussed:
If a family does not have a family doctor the name and phone number of a walk in clinic used by the family can be listed in the file.
If a family does not have a BC Medical Card information about the families private insurance can be listed in the file. If the family has no medical insurance this should be noted in the file.
If a family does not have immunization records for a child they can state if the child's immunization are: Current, Not Current or Unsure.
