Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection. All areas of the facility were inspected for compliance.
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

The following discussions were had:
· Active Supervision - an infant is kept with her at all times, during school pick up, the caregiver has permission to park in close proximity to pick up school age children.
· Lead in Water - more information can be found at https://www.fraserhealth.ca/health-info/health-topics/drinking-water/. Water is run before providing to children.
· Promoting Active Play in the program - outside play time - every day.
· Temporary placements were discussed.
Staff person's first aid is soon expiring.
Materials provided: Health Canada Is Your Child Safe? Sleep Time and Toddler's First Steps.
The children were seen to play with play doh, climb on a climber and sing and play with the caregiver. There are many activities available for the children. The caregiver was seen to speak in a gentle voice, play with the children and encourage pro social behaviors. Thank you for your assistance with this inspection.

Observed Violations
LICENSING: 10010 - CCLR s.10(1) - Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation: The available space used for daycare has been reduced since the license has been issued and since the last inspection. Currently the space used for child care is: the basement playroom, the basement kitchen area and 1 basement bedroom is used for a nap room.
Corrective Action(s): Please ensure that licensing is notified prior to any changes made from the information provided in section 9.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed two play pens used for infants/toddlers for sleeping which have adult pillows in them. Such items being placed in a baby's sleeping area can cause a suffocation hazard. Please refer to the Health Canada material provided.

A cord was seen hanging directly in access to a play pen used for a toddler to sleep in.

The fridge is in need of cleaning - some expired food.

Outside a chair is stored on top of a bike causing a hazard should this item fall (item was not secure).
Corrective Action(s): Ensure a healthy and safe environment is provided at all times.
Date to be Corrected: Prior to administering medication.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed a purse stored on the floor, which children would have access to.

The licensee stated that medication is stored in children's diaper bags (demonstrated on a low table) which children have access to.
Corrective Action(s): Ensure children do not have access to any object or item that may be hazardous.
Date to be Corrected: Upon administering medication.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: Criminal record checks have not been obtained for two people who are ordinarily present.
Corrective Action(s): Ensure Criminal Record Checks are obtained.

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: Licensing observed that the nutrition policy is different than described by the licensee. The licensee stated that only fruit is served and that this is only if the child does not bring enough food.

The licensee stated that non-prescription medication has recently been administered, however the facility policy states that non-prescription medication is not administered.
Corrective Action(s): Ensure the policies and procedures in place are adhered to.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: The licensee stated that medication had been administered to a child on several occassions without a medication consent in place. There is another medication consent in place, however it does not indicate when to give this medication to the child.
Corrective Action(s): Ensure amount and times to administer medication is indicated prior to agreeing to administer medication.

RECORDS AND REPORTING: 19120 - CCLR s.57(2)(f) - A licensee must keep, for each child, a record showing the following information: (f) any medication administered to the child, including the amount and the time at which the medication was administered.
Observation: The licensee stated that more than one medication had been administered to different children, however no record was kept
Corrective Action(s): Ensure records are kept for any medications administered.
