Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following hazards:
-knife in the fridge which is easily accessible to children as the fridge is in the play area
-electrical outlet in the play room and the nap room were not covered
-electrical wires were hanging loose behind the high chair which are easily accessible.
Corrective Action(s): Ensure that safe environment is provided at all times while children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11100 - CCLR s.15(2)(a) - A licensee must ensure that each piece of furniture or equipment for sleeping (a) is used by only one child at a time, (b) is clean and comfortable.
Observation: The bedding in the nap room is left on the mats and stacked on top of each other
Corrective Action(s): Licensee must ensure that the bedding used for children are stored separately and not on top of the sleeping mats if they are to be stacked on top of each other.

CARE AND/OR SUPERVISION: 14010 - CCLR s.34(1) - A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation: Licensing observed that the licensee had a hard time with supervision of entire group of children. It was observed on two occasions the toddler would wander around the daycare indoors or outdoors without any supervision or licensee knowing the whereabouts of the child.
Corrective Action(s): Ensure that children are adequately supervised at all the times.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: The files and records for licensee's own children were not kept.
Corrective Action(s): Ensure that licensee's own children's records are included and files are maintained.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensee own two children were not included on the attendance record.
Corrective Action(s): Ensure daily attendance record with the daily time of arrival and departure are kept for each child attending the daycare.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Two of six files checked had doctors phone number missing.
Corrective Action(s): Ensure children's registration information is complete with all required documentation including doctor or clinic's phone number.

RECORDS AND REPORTING: 19130 - CCLR s.57(2)(g) - A licensee must keep, for each child, a record showing the following information: (g) any notification of a parent, emergency contact or medical health officer made under section 55 [notification of illness or injury].
Observation: One of six files reviewed did not list names or the phone numbers of an emergency/alternate contact.
Corrective Action(s): Ensure children's registration information is complete with all required documentation including emergency contacts

Comments

Summary of Inspection:
At the inspection dated August 3, 2022 there were 6 children and manager present on the site. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.
The following was discussed:
Check with the city to confirm if the permits are required to continue with the extension to the house in the back yard. Once the permits are in place and if proceeding with the construction, please submit a new floor plan to include the space added to the daycare.
Best practice is to maintain a monthly attendance record for all the children enrolled.
Establish systems for cleaning the facility on a daily basis especially the more touched areas i.e. patio doors, toys.
Medication Authorization forms to be used if the parent asks to administer medication otherwise do no include them in children's files as required forms to be signed by the parent.
