Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): During inspection licensing observed that following were accessible to children:
· Garden water hose was stored beside a fence in the path leading to the outdoor play area. Licensing was concerned that it posed as a climbing and strangulation hazard. Manager removed the garden hose during the inspection.
·A loop made out of fabric was being used as a door stopper. Licensing was concerned it posed as a strangulation hazard. Manager removed it during inspection.

Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): One staff employed as an Early Childhood Educator Assistant did not have their certificate verified by the ECE Registry. Manager verified this staff certifiacte during the inspection and licesning checked the verification.
Corrective Action(s): Please ensure staff records are complete before they start employment.

Comments

At the inspection dated November 26, 2021 there were five children and two staff present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility.
The Manager will take action to bring the facility into compliance. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following were discussed with the manager:

· Validations of certificates through ECE Registry
· Exemptions and temporary placements to be in the best interest of the child
· Balloons used for play purposes pose a suffocation hazard for young children
The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on November 26, 2021. Total time includes writing report in office.
