Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: plastic bags stored within a lower drawer accessible to children , also discussed current storage practices of medication for school-age children. In review the system as described appears appropriate suggested adding an additional step of " checking to confirm "
Corrective Action(s): please ensure children are provided a healthy and safe environment , that items considered hazardous are not accessible.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: Shelf located within the preschool and 1 shelf within the daycare space appear unsteady which may pose risk of injury should they fall including stacked Items stored on top of the shelves.
Corrective Action(s): please ensure furniture and supplies are sturdy to reduce risk of injury.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: Sharing snack occurs within the preschool program , parents may not however be aware of what items were served to their child , additionally noted is that children who ask would receive water ( cups available )
Corrective Action(s): please ensure parents are provided with information on the food and drink provided.

Comments

Licensing observed both preschool and Group child Care ( 30 mos > school-age ) in session. School - age programs physical space and records and systems for transportation were inspected.
Observed circle , free play , snack , gym time including that children participated in outdoor periods.
Discussed ensuring space as originally inspected at time of licence issuance remains consistent in size - large teachers desk area within a class with shelving restricts access to useable floor space. Manager stated that the desk could be removed or relocated to ensure space continues to meet for the maximum capacity of 14.
Manager has developed a screen time policy which is posted within the classroom , and provided to families.
Documentation supports staff are actively implementing the new Active Play Standards as noted within the school-age program.
The report was reviewed with the manager and licensee contact.
