Introduction

An unscheduled routine inspection was completed to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

Care systems reviewed during inspections and investigations include the following: Licensing, Physical Facility, Staffing, Policies and Procedures, Care and Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Program, Records & Reporting.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
HYGIENE AND COMMUNICABLE DISEASE: 35040 - RCR s.63(1) - A licensee must ensure that all food is safely prepared, stored, served and handled.
Observation: There were items in the freezer removed from the original packaging, without a date noted on the new packaging.
Corrective Action(s): Ensure all food is safely prepared, stored, served and handled.

MEDICATION: 36050 - RCR s.68(2)(b) - A licensee must appoint a supervising pharmacist to (b) inspect the areas of the facility where medications will be stored.
Observation: Discussion with the manager determined that the last time the Medication room was inspected by the pharmacist, and the last MSAC meeting took place at the home July 2020. The site was able to provide evidence of trying to book the pharmacist to come on site.
Corrective Action(s): Ensure the pharmacist inspects the area where the medications are stored, as well as conduct an MSAC meeting annually.

RECORDS AND REPORTING: 39470 - RCR s.87(c) - A licensee must keep a record of the following matters respecting food services: (c) the results of monitoring, by the licensee, of food services and nutrition care.
Observation: On review of 4 weeks of fall winter menu, there are no corresponding menu audits to ensure persons in care are receiving adequate nutrition to meet their needs.
Corrective Action(s): Ensure there are menu audits to correspond to each of the menus, 4 weeks of fall/winter, and 4 weeks of spring summer.

Comments

-Staff files will be reviewed by Licensing Officer at a head office, at a later date.
-The fence at the side of the house was blown over in a windstorm, the facility has already entered a work order, and BC housing is in the process of providing a plan to fix the fence. This part of the yard is not accessible to persons in care.
