Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any noncompliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The floor in the Group Child Care (30 months to school age) program is showing wear and tear in a number of areas and poses a risk of tripping in one of the areas.
Corrective Action(s): Please ensure the floor is in good repair at all times to ensure the children's health and safety,

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Six staff files were reviewed and record for one staff did not include references, copy of the Qualification certificate or a validation of the certificate. It was also noted that the First aid Certificate was expired for one staff. Please ensure staff with expired First Aid is not scheduled to work alone.
Corrective Action(s): Please ensure all staff screening documentation is complete prior to employment of staff.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Random sample of 10 registration records were reviewed and all records were complete with the exception of missing an immunization record for one child and missing the Dr.'s name and number for another child.
Corrective Action(s): Please ensure all registration records are reviewed to ensure they are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Review of attendance record indicated time of departure is missing for some children on some days.
Corrective Action(s): As discussed, please ensure record is current and complete daily.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today there were 14 children in care in the Group Child Care (school age) program with 2 staff; and there were 11 children in care with two staff in the Group Child Care (30 mos to school age) program. The Manager was not available on site.

Discussions regarding the following took place with the staff/Manager:
- Active Supervision
- Reportable Incident notification
- Ensuring all cleaning spray bottles are labeled
- Lead in drinking water, reducing potential risk by flushing tap
- Temporary Placement/Exemptions
- Use of climber/slide equipment on playground, and ensuring resilient surfacing is maintained

Resources provided:
- Safety Alert-Active Supervision
- Reportable Incident Bulletin
- Director of Licensing Standard of Practice for Safe Play Space

There are no Exemptions/temporary placements in place.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection may be conducted due to the number and nature of the contraventions.

This inspection report was reviewed with the Manager on April 26,2019.
