Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: There are some expired food items in the emergency supplies.
Corrective Action(s): Ensure staff are trained in the emergency plan including noted equipment.

STAFFING: 12290 - CCLR s.34(4)(b) - Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (b) a total of 8 or fewer children are present at the community care facility, of whom no more than 3 are younger than 36 months old.
Observation: The manager stated that the programs overlap for the last half hour of the day (5:00 - 5:30) with sometimes more than 8 children and more than 3 under 36 months.
Corrective Action(s): Ensure programs do not overlap with more than 8 children and more than 3 children under 36 months.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: There is one child in care that requires emergency medication, however this medication expired in March 2017.
Corrective Action(s): Ensure medication is readily accessible if it is agreed with a parent to administer medication.
Date to be Corrected: Prior to this child being in care.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: There is a care plan for a child that has not been reviewed since March 2016.
Corrective Action(s): Ensure care plans are reviewed at least once per year.
Date to be Corrected: Prior to this child being in care.


Comments

The Active Play Standards of Practice was discussed today and the upcoming requirement to have an Active Play and Screen Time policy in place for the fall of 2017.

The children were seen to engage in a wide variety of activities; school age was seen to do floor hockey,singing, dancing, lego, free art; the 3-5 year olds were seen to have a circle time and many creative teacher made activities were prepared for them. The infants and toddlers were outside reading books, playing with nature items, pulling toys, playing in the sand box, walking, climbing and sliding. The teachers were seen to assist in problem solving, encourage pro social behaviors, sooth a crying child, smile and laugh with the children and engage in active games with them.

Discussion was had around the school now making use of a spare classroom in this same area as the daycare; sharing bathrooms, noise concerns.
