Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- some of the electrical outlets throughout the facility were uncovered (those that were accessible to children were covered during the inspection)
- a baby monitor on the floor in the nap room with an unsecured cord which could pose a potential risk of entanglement
- a staff explained that diaper wipes are used to clean the diaper changing mat which does not sanitize
- a toddler was observed to be sleeping in a bouncy seat in the nap room which is not a safe sleep surface
- a mirror, securred to the wall at children's height is not shatter proof and does not have a shatter proof film
Corrective Action(s): A healthy and safe environment must be provided at all times

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Of the five staff records reviewed, one contained a valid criminal record check that was not issued to the facility.
Corrective Action(s): Ensure that criminal record checks are issued to the facilty.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Of the five staff files reviewed, one did not include character references.
Corrective Action(s): Ensure to obtain character references for all staff.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: One of the staff has a certificate validation from the ECE registry; however, this staff did not have a certificate with the same qualification on site.
Corrective Action(s): Ensure to keep staff records on site.

Comments

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
The following was discussed with staff during the inspection:
- program of activities: Schedule G
- sun safety
- care plans
The information contained in the report was discussed with a staff. Licensing emailed a copy of the report and the risk assessment to the facility.
