Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Certificates for 2 staff were not posted, and some were no longer working in the classrooms posted.
Corrective Action(s): Please ensure to display in a prominent place in the community care facility the certificate or a copy of the certificate of any educator or assistant employed to work in the community care facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation:
-Shelving in two classrooms were not secured.
-One rug was curled, providing opportunity for children to trip (corrected during inspection)
-Two climbing pads were soiled with tears from them, preventing sanitization. (corrected during inspection)
-Resilient surfacing below the climber was low and in need of replenishment.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11110 - CCLR s.15(2)(b) - A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.
Observation: Bedding was stored in a manner in which they were in contact. During the inspection staff moved bedding and the manager provided a plan to store the bedding separately.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Storage of plastic bags, sunscreen, and cleaning products were observed accessible to children in the bathroom. This was corrected during inspection.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: Four children who are not yet in Kindergarten were in attendance of the School Age Care program at the time of inspection.
Manager said they will move the children into the GCC (30 months-School Age Program) until they are entered into school.
Corrective Action(s): Please ensure that children attending a community care facility are divided into groups with each group having no more children than that permitted in Schedule E.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Infant/Toddler Ratio - Staff to Child ratio not maintained. (IT/ECE/ASST)

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Of twelve children's files reviewed, one file did not contain record of immunization.
Corrective Action(s): Please ensure to keep for each child record of immunization status.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Of twelve children's files reviewed, one file did not contain the date of enrolment.
Corrective Action(s): Please ensure to keep for each child a record showing the date of enrolment.

Comments

Summary of Inspection:.
During today’s inspection, there were 44 children, 10 staff and the manager on site.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Use and storage of change pad in classroom
Reviewed food service plan, for the past two months, and discussed practices for food allergies, and awareness of foods that could be a chocking hazard for young children in care.
Please ensure to review and update care plans to ensure they are up to date.
Upcoming change of amendment to the facility license.
Cleaning and Sanitization practices were reviewed to identify ways to prevent transmission of communicable diseases.
