Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection licensing observed one high chair was visibly soiled. Staff said that the manager was planning to replace the high chair.
Corrective Action(s): Please ensure that the community care facility and the furniture, equipment and fixtures within it are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: The nap space for children under 36 months had various items stored in the room preventing safe use of space when napping.
Corrective Action(s): Please ensure to provide a separate sleeping area located away from any activity for children under 36 months.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Supplies included food items which were past expiry date.
Corrective Action(s): Please ensure to have an emergency plan that sets out procedures to prepare for and mitigate respond to and recover from any emergency.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: There were no written directions specified by the parent or care plan regarding the administration of medication.
Corrective Action(s): Please ensure to develop a care plan for each child who requires one to ensure that the medication is administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

Summary of Inspection:
During today’s inspection, there were 5 children, and 2 staff present.
At this inspection the above noted contraventions was identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:

Review of the BCCDC guidance for facility cleaning and sanitization.
Parents understand the policies, and have signed repayment agreement if there is one in place.
