Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Observed an open hallway area which could be accessed by the children , this hall leads to an outside exit in a high traffic area. At review of the log book it is noted that on more than one occasion a child has tried to exit the room. Staff explained that to date this has not occurred.
Observed a staff attempting to enter the main entrance with an occupied double stroller , the stroller did not fit easily through the doorway and the staff required assistance.Of concern is the a child could become injuries while seated and being pushed through the tight space , also this could delay an immediate exit if evacuation were required.
Also discussed ensuring children do not have access to the staff room , space for use of electric kettle , , coffee maker , storage of purses.
Corrective Action(s): Please ensure systems are developed whereby children do not have access to areas not intended for their use in order to reduce risk of injury and ensure that a healthy and safe environment is provided at all times.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: Observed children participating in outdoor play activities however an Active Play Policy had not yet been developed.Outdoor policy currently includes only 30 minutes of daily outdoor time.
Corrective Action(s): please ensure an Active Play Policy is developed as required by the DOLSOP.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: Screen Time use was not observed within the program , discussed the requirement to develop and implement a screen time policy as set out in the DOLSOP. Reviewed the Standard of Practice with staff.
Corrective Action(s): please ensure policies are updated to included a Screen Time Policy , this policy and the Active Play policy should also be provided to families.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Children's individual hand towels are touching one another as the hooks are observed to be closely mounted, also noted that there are no toilet paper dispensers and children observed holding rolls attempting to dispense by hand. Liquid soap was also available only at one of the 5 sinks causing children to line up and use only the one sink.
Corrective Action(s): Please ensure systems are in place to support children in their washroom routine in a healthy and hygienic manner.

HYGIENE AND COMMUNICABLE DISEASE: 15050 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Diaper change table located next to shelf used to store lunches , the sink to support the diaper changing procedure is also used for handwashing, accessing for water to drink , washing food items.
Corrective Action(s): please ensure systems are in place which support health and hygiene practices as discussed.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: Observed written documentation to support diaper changes within the Infant Toddler room , An electronic communication system is also used as observed, examples included when parents were informed to supply extra diapers etc. A system however was not in place to inform families on the food / drink intake amount.
Corrective Action(s): please ensure parents are informed on the food and drink given to their children.

NUTRITION AND FOOD SERVICES: 17130 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Group Child Care ( < 36 months ) program places children into cribs with a bottle as confirmed by staff, discussed the risks associated with this practice.
Corrective Action(s): please ensure children are provided with opportunity to drink prior to being placed down to rest , bottle feeding in an important time for staff / child connection and ensures this aspect of programming is carried out in a healthy and safe manner.

Comments

Facility manager is in the process of being changed , paperwork to be recieved in order to complete this process.
Discussed use of cleaning products such as Lysol and spray disinfectants , staff stated these products are used outside of times when children are present.
A latch has been added to the K-3 upper portion of the door which eliminated access into the room ( could only open one way ) please ensure fire inspector is consulted prior to the addition of latches as they may impede safe and effective emergency exit.
Children observed participating in free play , circle , lunch, outdoor time ( during the rain ).
Discussed ensuring the emergency plan includes an off site ( indoor ) location should evacuation be required.
Additional time spent on site today in review of center's policies and observing programming as a newly assigned Licensing Officer to the facility it was good to meet the staff and be provided with a tour of the facility. Thank you for your time , I enjoyed learning about your program.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
