Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection it was noted that the manager's name was not displayed.
Corrective Action(s): Please ensure the manager's name is displayed in a prominent place.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the inspection 3 staff files were reviewed and 2 staff files were missing a CRC.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During the inspection 3 staff files were reviewed and 2 staff files were missing a record of immunization.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: During the inspection 3 staff files were reviewed and 2 staff files were missing a validation for their ECE certificates.
Corrective Action(s): Please ensure all staff files are complete.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: During the inspection the manager could not produce the policies and procedures documents. Manager stated that she took all policies home to place them in a binder.
Corrective Action(s): Please ensure all policies and procedures are available to all staff so they can guide them in the care and supervision of children.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During the inspection 8 random children's files were reviewed and 1 child's file was missing an MSP number and immunization record.
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the inspection 8 random children's files were reviewed and the following was noted:
- 3 children's files were missing a medical practitioner's name and phone number
- 2 children's files were missing an emergency contact
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: During the inspection 8 random children's files were reviewed and it was noted that all were missing a photograph.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At the inspection dated April 08, 2022 there were 13 children, 2 staff and the manager present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Fire drills to be practiced and recorded monthly
· References for staff to be verified and initialed once verified

· Care Plan Bulletin
