Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11110 - CCLR s.15(2)(b) - A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.
Observation: During Inspection Licensing observed:
-In the nap room - doors of the cupboards installed on the wall were not secured. Books,binders and various toys were stored in them. Licensing was concerned that in an event of an earthquake there is potential of these items falling on children during nap time.
-Closet door in the nap room was not fully secured. Licensing observed it had a broken child proof lock and upon touch the door knob came off the door easily.
-Staff name tag with attached lanyard was accessible to children in the play area. Manager removed this during inspection.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing reviewed three staff files. A record of the person's work history was not obtained for one staff.
Corrective Action(s): Please ensure all staff have a current resume on file before they start work.

Comments

At the inspection dated January 17, 2023 there were 8 children, one staff and the Manager present. At this inspection the above noted contraventions were identified. The Manager will provide Licensing with a written response. Licensing will review the response.
Following was discussed with the Manager:
Evidence of reference verification for staff file
Diaper creams to be inaccessible to children
CCLR Schedule E staffing requirements for this service type
A section of the carpet in the play area is starting to show signs of wear and tear. Manager will discuss this with the Licensee.
Importance of practicing hand washing routines for staff

The inspection report was written on-site and details were reviewed with the Manager prior to writing the report. A copy of the follow up to routine inspection report is provided to the manager at this inspection.
