Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): During the inspection licensing observed a blind cord accessible to children and was a choking risk to children while in care.
Licensee had a hook, where the cord normally is hung, however, it had fallen down. This was corrected during the inspection.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of the employees.

STAFFING: 12070 - CCLR s.19(1)(d) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.
Observation: During the inspection licensing reviewed 2 employee files, 1 employees Early Childhood Educator certification had expired in January 2023. Please provide a plan to ensure staff qualification requirements are met while waiting for the renewal at the early childhood educator registry.
Corrective Action(s): Please ensure to have current qualifications for all persons who are working in the facility.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: During the inspection licensing reviewed 2 employee files, one file did not contain a current verification for the early childhood education certification. This certification had expired in January, and was sent in for renewal.
Corrective Action(s): Please ensure to verify the certification for each early childhood educator and assistant educator

Comments

During today’s inspection, there were 10 children, the licensee and 1 staff on site.

At this inspection the contraventions identified require a written response by the licensee.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was provided.

The following was discussed:
-Communicable disease prevention cleaning, sanitizing practice.
-Written evidence that references have been checked for all staff working in the facility.
-Care plans
